Abstract: Actuality of the present article is shown by the fact that the present national accounting regulations and international accounting regulations haven't identified a clear position about the scope of managerial accounting. This article examines the place and role of managerial accounting in the economic sciences, which is presently used narrowly and treated as a sub-system of the larger accounting system, by becoming a proper object of study and taking some part of the financial accounting and management accounting functions in the substantiation of managerial decisions.

Abstract: This paper examines the impact of working capital management on financial performance in diverse industries Tehran Stock Exchange deals. to find the relationship between working capital management and performance variables financial Pearson correlation and regression is cumulative. Among the listed companies Tehran Stock Exchange, those members of the industry, automotive and manufacturing machines and equipment which were chosen within the specified time. The research showed that the relationship between working capital management and financial performance of the companies in the machinery and equipment while the industry is not significant for materials and products "and" vehicle parts manufacturing - the results showed that a significant positive relationship between working capital management and profitability there are.

Abstract: This article reflects the analysis of some problems in the management of public spending for health care in the Republic of Moldova and Romania. The Mission of public medical-sanitary institutions is directly dependent on the financing of health care, a process that differs from one country to another, including fees and taxes, social insurance contributions, private health insurance, direct payments of households and informal payments in health systems. In order to improve public spending for health care the authors propose the use of a system of indicators tested by the Institute of the mother and child. This system of indicators allows obtaining a full and effective diagnosis of public medical-sanitary institution and provides an appropriate financial position in public medical-sanitary institutions.

Abstract: Romanian economic entities accounting is marked by the process of globalizing of financial markets and the need of information among creditors witch count on the robustness, transparency and comparability of financial reports in order to efficiently allocate available capital. In case of Financial Reporting, national difference prevent efficient of financial resources and in this way increasing the risk and the cost supported by investors. In this paper we try to emphasize the role of a new and more sustainable accounting and how this community awareness takes into consideration when West Region Economic entities price their business for attracting new investors or convincing creditors? Abstract: The issue of information quality is a key stone concept in the accounting world, as it supplies the ground for the decision making process. In the context of financial reporting convergence, this concept has went through a number of changes, in order to reach a general form understandable and suitable to all national accounting traditions aiming for IFRS adoption. Abstract: This article reveals the importance and the role of the budgeting for the strategy implementation. The authors also points a range of issues related to the organization of the budgeting process within the manufacturing entities. Attention has been paid to the key aspects regarding the budgeting process, as well as of the connection among strategy, planning and budgets. The authors suggest a scheme which reflects the structure of the budgeting process. Considering the topicality and importance of the research in the field of the budgeting process, the authors enlarge upon the concordance between the stages of preparation of the budget structure and the documents / results obtained by the manufacturing entities. Upon the completion of the research, the authors set forth advantages and disadvantages of the budgeting.

Abstract: International financial reporting standards and especially the new IFRS 9 standard represents a important change in the business model of the banking sector because moving from a incurred credit loss model to an expected credit loss model translates into fundamentally changing the provisioning g methodology In this paper we aim to answer the question from what's the probability that a default has occurred to what's the probability that a default will occur, to highlight the importance of understanding securitization of banking assets. The economic and financial crisis demonstrated the importance of regulation in the banking sector, regulations which can lead to a better management of risks, balance between loans and deposits and many more. The securitization of banking assets represents a financial innovation which has a long history in the capital markets. IFRS 9 represents the biggest accounting change in the last years in accounting.

Abstract: By introducing IFRS 7, it is expected that the companies will offer to potential investors a better assessment of risks that the firms are exposed though including in its portfolio financial asset and liabilities (Armstrong, Barth, Jagolinzer, & Riedl, 2010). Starting from this point of view, in our paper, we analyse and assess the quality and the quantity of risk disclosure presented in the annual reports of the companies listed on Bucharest Stock Exchange.

11. THE FINANCIAL LEVERAGE MODEL - TOOL USED FOR FINANCIAL POLICY DECISION MAKING

Abstract: The leverage effect results from the financial structure imbalance, its existence can highlight a wide range of adopted decision. Rising significantly the debt coefficient, the company chooses to not reinvest the results (profit) in the enterprise. It is noted that the model of financial leverage can be considered a tool in decision making financial policy, meant to contribute to the choice of optimal capital structure, to analyze the opportunities for increasing the equity of the enterprise or to use alternative funding sources, considering the perspectives of operating activities. In this paper the author performs an analysis of the activity between the economic rates of profitability and the financial rates of profitability through the financial structure of the company, highlighting the effect of financial leverage, registered at the studied enterprise.

12. REVALUATION AND RESIZING OF MONETARY FINANCIAL INSTITUTIONS OF THE EUROPEAN UNION

Abstract: We approach in the pages of the present article that is part of the wider financial dimension of the European community construction. We start from the idea that the EU financial system plays a key role in the European process, being the guarantee and foundation of achieving the objectives set by the EU treaties which ensured in time the legal frame of the European process. We insist particularly upon the budgetary-monetary competences, which belong to the Community's institutions that were confirmed and reconfirmed through the Lisbon Reform Treaty 2007 (2009). This treaty reaffirms the legal status of this basic institution of the EU for the structures which make up the "Community structural triangle", the EU Council, the Commission and the European Parliament to which is added the European Court of Justice and the Court of Auditors. The same treaty ranks as important institutions of the EU: the European Council and the European Central Bank. In budgetary-monetary terms each of the mentioned institutions fulfills some specific tasks, individually or in co-decision and upon these we will insist in the followings.
